Based on that they didn't do one before because I guess everyone uses the same builds for randoms and clans apparently I would guess no.

no, the meta is the exact same as randoms so they don't allow respecs anymore.

Nope. The reason (according to WG) they gave respecs in other seasons was because of the no carriers aspect of CB. Now that carriers are in CB, WG feels there’s no need to respec your captains.

Why would you need a respec? Don't you run aa builds in randoms because aa is so strong and useful every game?

AA builds are far more useful than they were before the CV rework when you would see a CV in maybe one out of five matches if you were unlucky in the top tiers. Now it is closer to 50% CV matches in the top tiers.

Just because you see more cv's now, doesn't mean aa builds are more useful. That would require aa to work properly. I ran a lot of full aa halland (bft, aft, 6th slot upgrade) in clan battles this season and was parked near our kremlin a good majority of the time. This should of stopped a cv strike if aa worked. Even our combined aa would not prevent a strike even with defensive fire active. Cv's are all but guaranteed a strike unless they hit flak. So no, aa builds are not more useful after the rework.

It does work correctly, by design a CV should be able to get a pass off no matter what the AA. If real AA had worked like it did in the RTS days no one would have gotten any hits on the opposing carriers at Midway.
