Different captain skill for different country.

Just like the topic, I like to suggest different captain skills for different county. We can't assign a captain from a different country to a ship so why not setup different captain skill for different county?

For example, yes it is just an example.

For German, make manual second and AFT 2 points each or combine them into one 4 points skill. That way German captain can use the extra 4 points for something else.

For Russian and UK, combine HA and JAT into one 3 points skill, or make HA to 1 point and JAT 2 points. Or add increase Damage control party time by 10%, 2 points.

For UK and Japan, EM should be 1% and 3% and make it 3 points.

And so on and so on

 

Once you let each country have different captain skills, possibility for better captain skill management opens up.

Example:  Taking Torpedo Acceleration for Japanese CV's is a waste of points.  They have the fastest aerial torpedoes among CV's at their tier.
Other nation's CV's do benefit from torpedo speed improvements.

Much depends upon the ship and the ship's features/specifications.  
For example, Advanced Firing Training makes little sense on a ship with few secondary batteries & AA guns.

Concealment Expert on a ship that can be seen from the other side of a map in another battle?  Gotta question the value.  ;-)

Interesting concept with potential but I would not trust WG to implement it well at this point.

no need for specific  captain skills, we need more skills and an overall rebalance of existing ones.

secondary specific skills could use a boost since they are not good enought to justify their cost, AA needs more skills since it only has BFT, i wont even consider massive AA since its a "massive" fail

torpedo acceleration: anyone outside carriers use this?

survival expert:   anyone outside DDs use this?

all the CV specific skills that have little to no use for the rest of the ships

 

couple examples that come to mind

AFT: add 20% increace to AA range so its olso atractive to more than just secondary builds

sight estabilization: add  -10% to main guns dispersion

manual secondarys(rework): change name to manual auxiliary armament: +1km base range of secondary guns, -50% to secondary guns dispersion at all tiers,  targeting an air squadron will improve AA effectivness against that squadron.

survival expert: add destroyed modules can be repaired but at a much lower rate.

Sound like an idea, but then you would have players crying over it when the country they favor playing does not have this or that capt. skill another country has.

Aft/manual secondaries should be combined. Reason. AFT is no longer a skill used for AA defense. Cruisers don’t use it. AFT is only used for 139mm or under guns to increase range mostly dds but some dd caliber cruisers and BBs making a secondary build. Why should BBs need 8 points to make a full secondary build? Plus it would be hilarious on dds with a secondary gun!

This and giving some nations access to another 4 point skill when we can already have three.
