I figured out a way to better balance low tier AA!

Rather than increase the AA to unhistoric levels, instead either lower the cooldown on the sector system or give them a higher sector bonus to either the flat damage or the continuous. This way you keep AA guns performing as expected, but instead make the mechanics surrounding them odd. Of course, the reload reduction might then make Massive AA OP as heck, but hey, it could work to make T3 less hellish.

Of course, that'd leave out AAless ships, but if they allow them to use the sector system for pure flat damage at, say... 1km range it could at least punch a plane in the teeth.
