The Captain of my Salem is 8000XP short from reaching 19 points, what happens after?

Once that captain has reached 19pts, from that point on, XPs he could have earned would instead go to the Elite Captain XP pool.  That pool you can use to speed up retraining or leveling of lower point captains.

All commander xp earned on a 19pt captain is converted to elite commander xp, which can be utilized on any commander at any time, similar to free xp.

All experience on 19 point Captains goes into a central pool ... that experierence can then be used on any other captain you have.  To train and/or to help retrain for a new ship.

Any commander xp earned after gets converted into elite commander xp, that can be used on any captain to speed up retraining or level up a captain. It can also be converted to free xp just like elite ship xp can, but also like elite ship xp, converting is probably one of the worst ways to spend your money/doubloons.

You should definitely focus on getting a 19 point commander as quickly as possible (assuming it's on a ship you will play a lot, even better if it can switch into multiple premiums that you also play for more first win bonuses), since 19 point commanders and elite commander xp act like compound interest - the more you have generating elite commander xp, the faster you'll get more. It took me a while to get my first 19 point captain because I kept starting a new captain for each ship (three/four years ago midnight, what were you thinking?), and since last March I've gotten seven or eight of my current ten 19 point captains pretty much just from the elite commander xp of the others.

to maximize your ECXP you should use your 19 pt captain in all the appropriate premium ships in his class specialism every day, with economic flags and bonus camos if you have them. For example I have a 19pt IFHE Halsey and he rotates through my Atlanta, Flint, Boise, Marblehead and his home ship Worcester. My Des Moines Capt is 19pts and he does, Salem, Indianapolis, with the occasional recreational outing in Charleston. Maximize the number of times per day your 19pt plays and you maximize your ECXP earnings and you will get your 2nd 19pt captain fairly quickly. You should also aim to have a 19pt captain in your top tier ship in every line eventually, this means that every premium can have an appropriate captain on loan from  a tech tree ship. Once you get them you then move down the tree, every tier 9 then 8 and so on. I got my first during the Dunkirk campaign and since then (2 years ago IIRC) I've accumulated another 28 of them.

Well done, by the way. It takes ages to get the first 19 pointer, but after that they start building more and more quickly. Congrats!

@3r22r Having 17 Captains at 19 pts ,I find it extremely easy to advance the lower captains.

At First I made all the captains for tier 10.

Once I realized I play more tier 6,7,and 8, I made those captains very quickly 19 pt.

Now I can play any mode and have a 19 pointer to advance the lower captains, doing it in the modes and tiers I most enjoy.

Thumbs up for the Diablo II reference.  Spent many years on that game.

I got my first 19 pt captain last May (2019).  Since then I have promoted 7 more with the 8th at 18 points.  It really snowballs.

To get you to a) play that ship a lot, ideally with lots of flags to speed up the process, b) buy premiums to rotate him through, and flags to replace the ones you used in option a, or c) spend elite commander xp or free xp to bump him up right away.

If it is your first 19 point captain, congratulations.

Earning elite captain XP is useful for so many things from training new captains straight to having 10 points, or respeccing an existing captain.

As others said use them on your premiums to generate more elite captain XP, you are never too short on those.

I looked in my diary recently. This time last year I had two, with the third nearly done (he got hatched on June 15, and I recorded that fact as it was a monster grind that ate most of the day). Now I have six. I can easily see myself having seven by the end of the year; not so sure about eight.

My main problem is working out which one to promote next. Ideally you should have at least one in every nation, but the temptation to build up a huge chunk of ECXP and then dump it into whichever captain is closest is sometimes too great to resist (and thus I have two in UK but only one in each of Japan, Germany, USSR and US). France is probably next.

As they already said, any XP gained goes into 'Elite Commander XP'..   When I got my first 19 pointer, it took me a while to learn that the commander XP was at the bottom left of the screen..

Others have answered your question, just wanted to add, once you get a couple of 19pt captains going, the leveling up of captains will go a lot faster because you can use the Elite Commander XP to help you.

That's... an impressive haul of ECXP. Seventeen 19 point captains or 157 complete captain respecs or 241 transfers of a 19 point captain to another ship (at 200K credits each).

Well, my biggest navy a year ago was the USN, with a BB, a CA, a CL, and an Alaska already in tow, while adding a PR and a Mass.  Halsey was all (mostly coop?), then the 2 Does and then Chandler, so I had a really good USN fleet with 4 19ptrs.  Yammy was next but I ground out a no name for the 19 pts.  THEN I decided to get one for each nation....  So there is Kutuzov and Leutjens, and Samsonetti, and almost a J Honore (18 pts).  Followed by Cunningham and then Swirski and Yamamoto in there somewhere are next on the list.

I have both Rongs (does that make it right?  :) ), but no high level Asian ships.  Kicking myself for not picking up the Bajie at the time.  Still eyeing the Irain.  After that I have no idea who to work on.  LONG term goal is to have all T10s with 19ptrs.
