Nope, not guaranteed OP.

You want your shell to hit the water close to the cruiser....instant citadel. If you dont hit the water then yes, on many cruisers you will get an overpen.

Amigi's AP at less then 10km away at a broadside target.... Results are deadly.... For the Amagi, shooting AP at a cruiser at 10 to 14km away is a citadel hit...

There is a reason IJN BBs are known as long rang snipers...

There is no reason to shoot HE in the Amagi at cruisers. Maybe against bow in TX cruisers but nearly always you are better off shooting AP.

Fire whatever I've got loaded.  During the 30 seconds it takes to reload, I'll hopefully be able to sail close enough for my secondaries to fire upon it.  If it has torpedoes, then maneuver to dodge 'em.

With the OP, it doesn't matter what ship they are in, they will be equally trash.

Waterline doesn't help. At 10km your trajectory is basically a straight line.

A lot of cruisers have underwater citadels, meaning you will never be able to hit them.

Long range? They are finished. But short range they will be fine. Bow on however, would be bad for them.

        At 10km the shell is traveling at 1,824.60 feet per second. Fusing time on the shells is .033 second. If I math that right it is 60 feet worth of travel assuming NO change in resistance from any armor or water hit. How many heavy cruisers in that MM bracket are less than 60 feet wide? I can think of 2 off the top of my head, but there may be one or two more. The arming threshold is 68mm for Amagi so what that means is generally speaking if you don't hit water, belt, barbette, or citadel armor while aiming at the hull the shells will not arm and you will over pen. RNG must just not like you.

I figured out your issue.

I ran an experiment where I loaded into a game in several different IJN BBs. In each game, I kept a potato that I had sliced in half down its length. Midway into each battle, I placed the potato half flat side down on my desk, and then placed my mouse atop the tuber while aiming at a broadside cruiser. Nearly 97% of the time, I ended up with less than satisfactory results. Often, I would flat out miss, but even more often, I would get bounces and over pens. 

I know that 9 games is not a statistically reliable sample size, but at this point, I believe the results point to your problem: potato aim. It's a common problem that can be overcome through trying to git gud. God speed.
