SE is good for high tier ships..

Concealment Expert is probably the most important captain skill in the game for cruisers! And same can be said for almost any other ship in the game. If you have a 10 point captain it should have Concealment expert on it, then you can consider other auxiliary skills later.

Some ships get seen from the Moon or even low orbit around the Earth.  So, there's no point concealing them.  (A number of BB's are in this category.)

Other ships do benefit.
DD's trying to win a stealth competition and out-spot opposing ships do benefit.  Avoiding being spotted and shot to pieces is more important than a few extra HP.

For a Cruiser?
It depends upon the cruiser.  It doesn't hurt, but it takes skill points that might be otherwise utilized to better advantage.
S.E. is competing with Torpedo Armament Expertise, for example.  Getting a faster re-load of a ships four torpedo launchers might be more important to a Captain. 
Or having S.E. deferred while having Superintendent skill and extra consumables for finding DD's may be a preferred option for a Captain.  Cruisers with Repair Party benefit from an extra "heal", for example.

Concealment Expert is a 4-point skill.  
It seems to be more useful in random battles than co-op battles, because 'bots sail towards your ship or towards objectives (like capture areas) instead of the more 'tricky' play that humans use in order to try to dash in and do some damage and then 'kite away' and use stealth to avoid damage & detection.

For CV's, Concealment Expert is an "icing on the cake" sort of thing.
CV's need other skills sooner, to help their planes survive flak and improve the plane's performance & servicing parameters.
After all that is done, a CV with a large detection radius might be interested in being less detectable, in order to avoid getting smacked by a BB salvo.
But, a Graf Zeppelin might opt for Advanced Firing Training to improve the range of its' secondary batteries instead.  So, C.E. would be an afterthought or a nice bonus with a 19-point Captain.

In short, one needs to figure out their play-style and the features of a ship that need improvement or are good enough already.
If Concealment Expert is a useful skill when a Captain has 10 skill points, then the detection difference of one to two kilometers might become an obvious choice.

Some Cruisers have a relatively short main-battery range.  They may benefit from C.E. in order to go un-detected long enough to approach within their own firing range, or closer, before opening fire or launching torpedoes.

CE is very important for cruisers. On the other hand, for the majority of cruisers SE is of questionable utility. The skill adds 350 HP per tier, which is pretty small relative to HP totals of most cruisers. SE is much more useful on DDs, where the skill will often give 15-20% extra health. Keep in mind that SE does become more valuable on cruisers with a heal, as repair party heals a percentage of your max HP per second.

On a Des Moine CE paired with camo and concealment upgrade brings your detectability down to 10.9km. With your 10km radar that means usually once detected you’re pretty close to being able to pop radar and spot what’s detecting you! Well worth the 4 Captain points imho

Cleveland is even more worthwhile as your detection is 9.3km (with upgrades, CE and camo) and your radar range is 9km.

You can use World of Warships Fitting Tool  to check the differences on any ship to see what differences each upgrade and Captain skills can help you decide which is better for each ship.

CE is mandatory on any build, and the best 4 pts for almost any captain, with the exception of secondary focus one and CV. At this point it could be baked it since it is even more mandatory than IFHE was.
