Look at the PTS 0.9.3 Stage 2 balance notes:

Now, not having the analytical mind a lot of the players have, I have a problem wrapping my head around a one tenth second increase/decrease effects anything or is meaningful in any way.

Take the Hakuryu, for example: does a .03% decrease in rocket damage mean anything in reality? Does 3150 damage feel any different to a DD than 3250 damage does?

In general, what affect does a one tenth second increase/decrease have in gun reload speed?

Did anyone complain that the Orion at T4 was firing too far so they nerfed range by .3 km?

Did people complain the Colbert wasn't toxic enough so it receives a one tenth second reload buff? I just don't see the reason or need for micro-changes in the name of balance?

Alot of people allude to WGs use of spreadsheets to track performance, but do they not set minimum/maximum stat thresholds to actually trigger balancing in a meaningful, impactful way that players can actually see and experience?

I've asked a lot of questions. I am interested in reading the community's thoughts on them. Thanks.

People complained about WG using a sledgehammer to nerf ships so they listened and decided to do very small incremental buffs/nerfs.

IMO i rather have this small and slow nerfs/buffs than those huge hammer nerfs that "kill" a ship or make it OP. 

 

This way you go slowly nerfing/buffing until you get the right spot.

It comes down to long term damage and capability.  If a ship is struggling to do damage while protecting itself, a tiny buff to turret or gun traverse might result in a tiny increase in damage.  That tiny increase will amount to that ship saving itself once in a while over a lot a games.  It isn't overly significant, but might correct a tiny deficiency in its performance characteristics when observing a large number of users.

A dps increase of 0.1sec on a reload time of 3.5 is a 2.9% increase in dps.  That will add up over the course of time in a match.  A .1sec increase in reload on a 4.9 sec reload is a 2% increase and still significant.  Everything helps.  Its easier to put these small buffs on than it is to just do a big change.  The small buffs don't make a noticeable difference all at once, but over time, there will be a shift in recorded performance.

It's never good, is it ... WG adjusts something a decent amount, the forum cries "Waaaah too much". WG adjusts something a small amount, the forum cries "Waaaah too little".

I give them credit for hearing us discuss the over use of the sledgehammer. If that's what this is. Making small changes over time is so much better than huge sweeping changes patch after patch.

Way too many adjustments going on.  You buy a ship and next week they nerf it , not worth buying ships . I speak for myself now I sure cut-down playing this game.  Maybe down the road I can break away from this game ?  Maybe hard to do at the moment with my investment so far in this game. Hey I cut off WOWP and WOT where I have over 250 tanks so it can be done...………..

When you have ships that are close to your target threshold and you don't want to overshoot it, makes perfect sense and thank god they're at least doing something about some of these ships.

You're nuts.  Ships should be adjusted as needed to keep the game as balanced as possible.  As it is premium ships are nigh immune to nerfs even when they break whole tiers for competitive purposes.  They patch once per month, so unless you are referring to tech tree ships that you obtained one week before patch day you're talking out of your rear end.  I also doubt you complain when they buff a ship you just bought.  

All in all, if your attitude towards game tweaks is consistent with your post here you really ought to just stick with offline singleplayer games because adjustments happen in all online multiplayer games.
