Find open water. Sail fast, abuse WASD Hax. Farm damage at as far range as you can while harassing the enemy. There's other stuff you can do, i.e. knowing when to push up to a stealthier DD to finish it off, etc, but "Run & Gun" is what you have to do most the time. Podvoisky is in Tier V, and starting there you will begin to find BBs and Cruisers that are quite capable if hitting you if you get careless and try to be aggressively close. For "Run & Gun" DDs fighting in open water, there are 2 Cruiser Types you should be scared of even at range: 1. High Tier German Cruisers (VIII-X): They have low shell arcs and high velocity shells. 2. RU Cruisers: Their trademark gunnery is built for long range combat. Their low shell arcs and high velocity shells make it easy engaging distant foes, even speeding DDs. The RU 152mm gun prevalent for that Line in Tier VI-VIII is very nasty against DDs because of not only those shell flight characteristics, but also because they reload quickly and will follow up with more and more shots. Tier VI Budyonny has 9 of those guns. Tier VII Schors and Lazo, and Tier VIII Chapayev and Kutuzov have 12. Another suggestion when you're out there setting the world on fire: Preferably fight a little bit off to the flank somewhere. Don't be in the same LOS as the two groups of Cruisers and Battleships of both sides shooting at each other. Be somewhere to the side where if the enemy has to engage you, they have to go out of their way to present guns your direction. You can be really annoying there. The more shells fired at you, that's less that can hit your teammates. Less shells to hit a friendly BB who's DCP is on cooldown and can't afford to be set on fire at that moment. Less shells to possibly hit a friendly Cruiser who may get Citadeled. Your job is to be an annoying presence, applying steady damage. Be familiar with Cruisers, Battleships that have troubled gunnery like bad accuracy, bad shell arcs / shell velocity, etc, and mercilessly pick on them. People will mostly miss their first salvo because you're so fast. If no one saw you before you get into 5km of your target (use island), they will have no chance to escape. HE to DDs, AP to cruisers (flank them) and torpedoes for BB.

Run to another area. You are fast and can cover a lot of water. Take the fire signals and most certainly Demolition Expert. Go dark if you need to. Force them to turn their guns on something else. Then start picking on them again. If you can get a fool or fools to chase you, let them chase. You are faster than almost everything out there. String them out and then wrap back around in the battle. Or better yet, while they are focus on you, lead them under your teammates guns.
