I think this would be a better compromise for Neustra/Black/Flint. Even Jean Bart (but for a different reason). Have them be half their current steel cost, and the other half the coal value. You'd get more bites for the less desired ships... and they'd still require a little competitive play to get. On the flip side, super popular ships like Jean Bart will see less acquisitions due to the steel required, but the demand won't drop off. This will help clan battle recruitment, the more reasonable amounts of steel for these ships would entice players to play since it won't take a year and a half to get the steel required.
