Are you running other apps?  Maybe not enough memory.  I'd try a simple PC reboot first.  If that doesn't help, then:

I did check the integrity before posting the article, but it doesn't work. I'm re-installing WOWS now.

The same keeps happening to me too. Last time I played was 8 months ago and wanted to come back, I updated the game and suddenly I kept having the same error and it only happens on WoWs. I uninstalled the game 2 times and re-installed it and again the error continues

I solved it by totally uninstalling, then re-installing WOWS and Game Center; the old game folders have been completely deleted, too. I also scanned the whole PC with Windows Defender after the re-installation was successful. 

If the re-installation and a complete PC scan don't solve it, I recommend that you change the hard disk, since it may be corrupted or broken.

I'm having this same exact problem,I'v reinstalled several times,dropped my firewall,turned off Gforce experience,turned off everything in background,used WOW system tools,checked stability of hard drive,ran as administrator and checked my hardware,ram, etc. WTH?

no,  your comp runs fine,  I get  DC  every time I got into inventory, naval battle tab,  anything.   then my ticket  says do this do that, like  im a  computer  wizard, im not going into any folders

Having the same issue, just started today.  First tried a reboot and an integrity check/repair of the game client with no change in error; next uninstalled WOWs Mod Station and got the error; just completely removed WOWs from my computer, rebooted the system and reloaded WOWs to a different SSD with 200+ gb of free drive space, and still getting the error.

I'm having the same problem. I did the verify files through Steam, uninstalled and reinstalled the game, still no go. On reinstall, I got a different error:

ManagedEffect::createEffect: Error creating effect for 'shaders/forest/forest_geom.fx' (reason = The data is invalid. )

I searched online and saw a recommendation to delete Preferences.xml. I did so and the load got farther, but now once again stops at "Could not load system resources. Please check and repair the game client."

Here's the dump from the previous crash:

Yes, it does appear to have been a problem with the recently released nVidia drivers. The following hotfix fixed the issue for me:

If you ever have problems after a driver update, you can select roll-back from device manager. 

Edit: If you do a custom clean install that won't work though.  Could just uninstall and download an older version.

i downgraded to nVidia driver 442.74 which worked fine for a day. Then today i get the same issue.

Is there a driver that we know works 100%?

As it turns out , I needed to upgrade my GPU- I bumped up to GTX 1660 Super ,then I also bumped up my RAM to 16 gigs from 8 and, finally added a 1 tb SSD to run OS & games on. I haven't had a problem since,,,Oh and I also upgraded from a 24" Dell monitor to a 32" Westinghouse 144 hz gaming monitor, WOW,BIGLY differences in my gaming now :)

Still ongoing issue, usually happens just as the match starts.   Ships loads and then game  freezes, screen goes black and have to use ctrl>alt>delete to regain control of my computer.

I also have the same problem, I still did not solve it after repairing the game through WGC or deleting the game and reinstalling it. Once crashed three times in the first ten minutes in a battle telling me "Could not load system resources" even I launch the game in safe mod

It might sound like exactly the same issue when your client crashed. Yet for each case, there are hundreds of reasons, and the only way to resolve it is through proper troubleshooting. Reach out to support and they will assist you

Basically, its the premise of "improving the game engine." We have the current conditions/improvements to the AI, graphics engine, Etc. 

I dont see how asking for more of the same will change what we have now.

exact same problem I have basically stopped playing as I tried multiple machines and multiple reinstalls i think it is an issue with Intel Graphics cards

it is a very poorly optimised game its amazing how much space this game takes compared to other games it's crazy how bloated and inefficient the code is then again the engine was 10 years out of date when they started the game and they have just been adding more and more to it
