What would make Unpopular/uncommon Upgrades/Captain Skills A reasonable choice?

With the upcoming module tweaks in 9.1, I was wondering what some of the rest community thought were uncommon/unpopular Upgrades Modules and/or Captain Skills and what would need to be tweaked about them to make them a reasonable pick. Granted the modules in question can be better on either certain ships or classes, but In general, there seems to be when it comes to some slots, some modules are just mandatory.
