Is there any way to complete the Shipbuilding and Resolute collections now?

I hate leaving them incomplete .... it triggers my OCD.

They'll probably be in the armory eventually, just like the Belle epoque collection

The only way now is doubloons which for me is 35k so that is a big no.

OP is probably talking about the shipbuilding collection, not the bockyard building. 

 

What PotatoMD said is correct - as of right now there’s no way to complete them but eventually the crates will probably get added to the armory for coal like many of the other crates have been.
