This index is meant to serve as a quick summary of the Premium destroyers, both current and previously available.  This will be faster and easier for me to update when something new comes out than the time it takes to write a longer article.  This guide is not meant to be comprehensive, but to give players a glance over of what each ship entails while providing easy to navigate links to more thorough reviews.

Legend & Notes
Ship availability will be described with one of these colour-coded descriptions.  Here's what they mean:

•   AVAILABLE - Provided you have the time or resources, you can own this ship right now.
•   Cash or Doubloons - You must spend either real-world money or premium currency (doubloons).
•   Free Experience  - Purchased through the in-game tech tree for Free Experience.
•   Research Points - Purchased through resetting tech tree lines acquired through the Research Academy.
•   Event Ship - Earned through completing various in game events, be they season events, challenges, missions, directives, etc.
•   Coal - Available through the Armory for the Coal currency.
•   Steel - Available through the Armory for the Steel currency.
•   NOT AVAILABLE  - Ship is not currently being sold, likely because it has been temporarily removed from sale or the event to acquire her has ended.  Details provided when known.
• RARE COLLECTOR'S ITEM - Ship is no longer available through any of the above means.  It may still be found in the occasional Supercontainer or other RNG-based reward.  Typically these are ships that were produced under a crossover license such as with ARS NOVA: Arpeggio of Blue Steel and Azur Lane, but also includes ships that have been retired for performance issues and the occasional super-rare giveaway.
• WORK IN PROGRESS - Ship is still in development and not yet released to the public.  Please note that any performance statistics of the ship are subject to change before release.

For those who absolutely must have a shorthand on ship performance, I present this mockery of a system: 

GARBAGE– I hate it!  Maybe it sucks.  Maybe it's boring.  Maybe I resent how it was implemented in the game.  You won't know unless you read the full review, but this is quotable, gosh darn it, so you'll forget anything the article actually said and run with this.
Mehbote – It's alright.  Frankly, this describes almost every ship in the game.  People get really cheesed when I describe their favourite, super-competitive ship as meh, so I do it often.
Gudbote – The best thing ever.  These are ships I like to play.  Maybe it's good.  Maybe it's fun. Maybe I'm trolling you. You dunno, but you'll make a big deal that I said X was a good ship when you preferred Y. 
OVERPOWERED – I hate playing against it!

Note that these evaluations listed here may differ from those found in the article.  Why?  Well, a couple of reasons.  First, the Quick Summary entries are more recent and are more likely to reflect my present feelings on the ship.  It's easier to change one word here than going back, making a new graphic (or animation) after all.  Second, sometimes I just like messing with people.  Seriously, one-word blurbs to summarize the complexity and nuance of a ship someone is asking $50 for is downright silly.  I don't spend upwards of two weeks putting one of these articles together just to be superceded by a joke-graphic.

Smith, tier II

Summary:  A tiny, slow and under-armed destroyer with 76mm main armament guns and with fast-reloading, single-tube launched torpedoes.
Release History:  First Sold August 5th to 8th, 2016 for Wargaming's Anniversary.  Has been on sale since September 6th, 2016. No longer available for doubloons on August 30th, 2017.  Removed from the store September 1st, 2017.  Available Black Friday 2017 from November 22nd to 27th, 2017.  Became available for doubloons again on December 20th, 2017.  No longer available as of February 7th, 2018.  Returned to the store on June 15th, 2018.  No longer available as of November 21st, 2018.  Sold through Black Friday Armada Bundle from November 23rd until December 7th, 2018.  Added to the Armory for doubloons with patch 0.8.8 on September 16th, 2019.

Hill, tier V

Summary:  A heavy gunship with painfully short ranged torpedoes.  Her concealment is absolutely terrible. 
Release History:  Hill was released as part of the Rogue Wave event with patch 0.8.5 and was available from June 27th, 2019 until July 22nd, 2019.  Hill returned on sale from April 17th until May 1st, 2020.  Added to the Armory for doubloons with patch 0.9.5.  Added to the Armory for coal with patch 0.9.11 on December 1st, 2020.

Monaghan, tier VI
  AVAILABLE   Cash or 4,900 Doubloons

Summary:  An AA-specialized Farragut that has the option for being outfitted as a gunship or torpedo-specialist with two distinct hulls.
Release History:  Monaghan was originally available as a rare drop in American Cruiser Collection containers with patch 0.7.5.  Went on sale June 29th until August 20th, 2018 and remained on sale after this.   Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Sims, tier VII
  AVAILABLE   Cash or 5,300 Doubloons

Summary: One of the fastest and most agile USN Destroyer currently in the game, with four, quick-reloading 127mm guns, the Defensive Fire consumable and the choice of two torpedo armaments.
Release History:  First Sold in Pre-Order Bundles from April 8th to June 25th, 2015.  Sold on June 26th to July 10th, 2016. On sale since September 6th, 2016.  No longer available for doubloons as of 0.7.9.   Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Sims Black, tier VII

Summary:  A Clone of USS Sims with a sexy black and chrome camouflage pattern.
Release History:  First sold over the week following Black Friday 2019.  Sold again both directly and in the Armory for doubloons over Black Friday 2020 until December 4th, 2020.

Kidd, tier VIII

Summary: A downtiered (for some reason) Fletcher-class lolibote that sacrifices one quintuple torpedo launcher and manoeuvrability for improved speed, anti-aircraft firepower and a Repair Party consumable.
Release History:  First sold November 10th, 2017 until December 4th, 2017.  Went on sale March 16th to March 23rd, 2018.  Returned to the online store June 15th, 2018.   Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Summary:  A reward-version of the Fletcher-class Destroyer with Surveillance Radar and strange, long range torpedoes capable of dealing massive AOE damage past anti-torpedo defenses and to modules.
Release History:  First became available during Season Six of Ranked Battles ran from February 10th to March 23rd, 2017.  Available during Season Seven of Ranked Battles from June 30th til August 2nd, 2017.  Available during Season Eight of Ranked Battles starting December 22nd.  Available during Season Nine of Ranked Battles from April 27th until June 4th, 2018.  Because available in the Arsenal on June 27th, 2018.  Black left the Armory with patch 0.9.3.

Benham, tier IX
  Event Ship    NOT AVAILABLE

Summary:  A dangerous torpedo-destroyer, combining a total of sixteen torpedo tubes in 4x4 wing mounts.  She compounds this with a relatively fast reload with her 10.5km ranged fish.  Benham can absolutely saturate a given area with wave after wave of torpedoes.
Release History:  Benham was released as part of the Rogue Wave event with patch 0.8.5 and was available from June 27th, 2019 until July 22nd, 2019.

Somers , tier X
  AVAILABLE   25,000 Steel

Summary:  A massive American destroyer.  On paper, she appears to be a hybrid, with eight 127mm guns and a heavy torpedo armament but she's held back by a slow rate of fire on her main battery.  Ostensibly, she's the second high-tier torpedo destroyer released in 2019, but she's a poor choice when compared to Benham.
Release History:  Somers was released to the Armory with patch 0.8.7 on August 21st, 2019.

Campbeltown, tier III

Summary:  A Town-class Destroyer with 7.5km range torpedoes and a broadside of only 2 guns.  Despite it's American appearance, she plays more like a mid-tier Japanese Destroyer.
Release History:  First sold on May 25th, 2016.  No longer available for doubloons on August 30th, 2017.  Removed from the store September 1st, 2017.  Available Black Friday 2017 from November 22nd to 27th, 2017.  Became available for doubloons on December 20th, 2017.  No longer available as of February 7th, 2018.  Returned to the online store on June 6th, 2018.  Became available for Coal in the Arsenal on June 27th, 2018.   Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Gallant, tier VI

Summary:  A small, agile destroyer with an uninspiring main battery. She has a heavy torpedo armament with the ability to launch each fish individually, but she's held back by poor launch angles.  Unlike other British destroyers she has a standard Smoke Generator and access to an Engine Boost consumable.
Release History:  Gallant was first sold on July 19th until August 9th, 2017.  Available Black Friday 2017 from November 22nd to 27th, 2017.  Became available for doubloons on December 20th, 2017.  No longer available as of February 7th, 2018.  On sale from May 4th until 18th, 2018.  Returned to the online store June 15th, 2018.   Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Cossack, tier VIII

Summary:  A stealthy British gunship destroyer armed with eight 120mm/45 naval rifles and a single bank of four, high-tier torpedoes.  She is defined by her good concealment values and awkward firing arcs.  Cossack also has access to the Engine Boost consumable while maintaining improved British acceleration and energy preservation.
Release History:  Cossack first went on sale on September 21st, 2018 until November 12th, 2018.  Also earned through collecting 50 Guineas through the Royal Navy event.  Sold in Armada Bundle from November 23rd until December 7th, 2018.  Remained on sale after Black Friday sale.  Added to the Armory for doubloons with patch 0.8.8.

Summary: A lightly-armed gunship destroyer with a single triple torpedo launcher.  She's one of the better low-tier destroyer hunters in the game.
Release History:  Vampire first went on sale through the online store (December 5th through 14th) or earned through a four-stage mission (Sink 20 ships, Win 7 battles, Earn 25,000xp, Do 750,000 damage) from December 5th through 20th, 2017.  Returned to the online store June 15th, 2018.  No longer sold as of September 2018.  Sold in the Black Friday Armada Bundle from November 23rd until December 7th, 2018.

Haida, tier VII

Summary:  A stealthy gunship with Commonwealth smoke generation and a short range but long-lasting Hydroacoustic Seach.  Her concealment values are insane but so too are her horrible gun firing angles.
Release History:  First sold on July 1st until July 20th, 2018.  Became available August 10th, 2018.  Added to the Armory for doubloons with patch 0.8.8 on September 16th, 2019.

Summary:  A fairly average mid-tier French destroyer with early-access to the Main Battery Reload Booster consumable, giving her frightening levels of burst damage.
Release History:  Available through completing directives which ran from July 25th, 2019 until August 19th, 2019.  Siroco returned on sale from April 17th until May 1st, 2020.

Aigle, tier VI

Summary:  A massive destroyer with ridiculously powerful guns and hard hitting torpedoes.
Release History:  Aigle first went on sale as a "Special Offer" February 9th, 2018 until March 23rd, 2018.  She may be earned through completing 18 out of the 26 combat missions being made available between February 9th and March 26th, 2018. Became available for Coal in the Arsenal on June 27th, 2018.  Went on sale the week of July 8th, 2018. Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Le Terrible, tier VIII

Summary:  Le Terrible is large gunship destroyer defined by how quickly she does everything -- be it folding space and time when she moves, reloading her guns and torpedoes or dying horribly because she overextended.  Her concealment is (le) terrible and made worse by her lack of a Smoke Generator.
Release History:  First sold October 25th until November 23rd, 2018.  Remained available in store after the initial sale period.  Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Marceau, tier X
  AVAILABLE    236,000 Coal

Summary:  A Kleber that swaps her 139mm guns for fast-firing 127mm guns.  While she lacks a Main Battery Reload Booster, her sustained gunnery DPM is among the highest at her tier.  Imagine a destroyer-version of Colbert and you're not far off.
Release History:  First released with patch 0.9.3 (April 8th, 2020) in the Armory for Coal.

Summary:  A German Flottentorpedoboot that lives up to the name, with a large, fast reloading torpedo armament.
Release History:  She was first made available through a promotion running from August 6th through 9th, 2018 where if you spent 25,000 doubloons in game, you would receive the ship on Friday, August 10th. T-61 permanently joined the online store on August 17th, 2018.  Added to the Armory for doubloons with patch 0.8.8 on September 16th, 2019.

Paolo Emilio, tier IX

Summary:  A torpedo destroyer hiding behind a gunship facade but her painfully long main-battery reload hamstrings her gunnery.  She is wicked fast and comes with an Italian Exhaust Smoke Generator.  Both traits allow her to suicide-charge targets with her short-ranged fish.
Release History:  Paolo Emilio was released with patch 0.9.9 on September 30th, 2020

Summary:   A fiendishly cute but painfully short ranged destroyer.  She has some of the quickest reloading torpedo tubes of her tier.
Release History:   First awarded for the Kaiju Hunter Missions, February 1st to March 1st 2016.  She first went on sale on May 25th, 2016 and has been on sale since.  No longer available for doubloons on August 30th, 2017.  Removed from the store September 1st, 2017. Available Black Friday 2017 from November 22nd to 27th, 2017.  Became available for doubloons on December 20th, 2017 until February 7th, 2018.  Went on sale April 30th, 2018.   Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Tachibana Lima, tier II

Summary:   A clone of Tachibana with a fun skin.

Kamikaze-class, tier V (Fujin, Kamikaze R, Kamikaze)
  Event Ship    NOT AVAILABLE RARE COLLECTOR'S ITEM

Summary:  Three distinct ships, Kamikaze (green), Fujin (orange) and Kamikaze R (blue or red).  They are old-school, pre-nerf mid-tier Japanese destroyers with fantastic torpedoes, good speed, excellent camouflage and slow firing, short-ranged guns. 
Release History: 

• Fujin sold on October 20th to November 1st, 2015.  Sold October 21st to November 4th, 2016.  Sold in various Black Friday bundles 2016
• Kamikaze R became available through Project R Event from January 18th to Feb 11th, 2015. Kamikaze R was then sold February 12th to 26th.  Wargaming announced that after January 18th, 2017, the Kamikaze-class would no longer be available.  Kamikaze R returned for "Clash of the Elements" in April of 2017 but with a new camouflage scheme.
• Kamikaze first made available in personal offers through the summer of 2016.  Sold in various Black Friday bundles 2016.  First sold separately (and openly) from January 2nd to 16th, 2017.  Wargaming announced that after January 18th, 2017, the Kamikaze-class would no longer be available.

Shinonome, tier VI
  Event Ship

Summary:  An almost-stock Fubuki-class Destroyer but with three, slow firing turrets instead of two.  Her torpedo armament has an 8.0km range.
Release History:  Awarded to players that complete the Honorable Service Campaign which became available on November 29th, 2016.

Yudachi, tier VII
  AVAILABLE   Cash

Summary:  A more agile but fatter Shiratsuyu-class destroyer with slower firing guns.  Her torpedoes, while boasting a 15km range, are visible from space meaning that you're only hitting opponents who are oblivious or at point blank range.
Release History:  First released September 13th, 2019.

Harekaze, tier VIII

Summary: A near-stock Kagero-class destroyer with the option of keeping her normal guns, mounting those from Akizuki or a set of American destroyer-caliber weapons.
Release History:  HSF Harekaze first went on sale from July 10th until September 2018.  Removed before original September 30th, 2018 end-sale date.  Sold again from November 8th to November 29th, 2019.

Asashio, tier VIII

Summary:  An IJN destroyer with poor guns but access to specialized Deep Water torpedoes.  Hailed as the death of all battleships and heralded as the Doom of Dynamic gameplay, she has yet to live up to her monikers.
Release History: First sold from April 27th until May 11th, 2018.  Went on sale the week of July 8th.   Added to the Armory for doubloons with patch 0.8.4 on April 4th, 2019.

Asashio Black, tier VIII

Summary:  A clone of Asashio identical in all performance and economy parameters but with a sleep, black and chrome camouflage pattern.
Release History:  Like the other Black Friday ships, her sale is restricted to the end of November / Early December.  First sold over Black Friday 2018.  Sold again over Black Friday in 2019.  She appeared a third time on Black Friday 2020 for direct sale and in the Armory for doubloons until December 4th.

Summary:  A Kagero-class destroyer that uses Shimakaze's 8km, super-fast torpedoes.

Summary:  A large hybrid-destroyer with good guns and powerful torpedoes.  It's too bad about that surface detection.

Summary:   Gnevny-class Soviet destroyer with an optional upgraded torpedo armament and modified AA suite.  Has a special form of premium camouflage which on top of the usual bonuses, increases free experience gains by 100%.

Loyang, tier VIII

Summary:   A modified Benson-class Destroyer (the USS Benson, in fact) that can swap it's Engine Boost / Defensive Fire ability for an improved version of the Hydroacoustic Search consumable instead.  Loyang has slightly less HP than the Benson while also having the option of two different torpedo armaments.

Summary:   Capable a horrifying 168rpm rate of fire after upgrades, Friesland has one of the highest gunnery DPM outputs of any destroyer in the game.  She pays for this with a lack of torpedoes, large size and no Engine Boost consumable.  However, she boasts an American Smoke Generator and a powerful Hydroacoustic Search.  She's one of the few destroyers actually capable of managing her own AA defense.

I wanted to find the one DD that was Overpowered, I also sadly didn't find the special Consumable on HMS Campbeltown to sail into a port and detonate.

That would make her more OP if her torps didn't work, proximity detonation!  Need it as a thing @LittleWhiteMouse

Kidd is straight PTW; let's take one of the stronger T9 Tree DD's, give it a heal, drop it a tier and change basically nothing about its' primarily abilities (Gunboating/knife fighting) improve its AA (much needed now) and take a torp rack to really force it to do what it already does best: focus on guns. It is for all intents and purposes a Fletcher with better MM and a heal. Imagine if they dropped Cleveland a tier, gave it a heal, and reduced it's AA. That's about what was done with Kidd.

Kami Sisters are so bad they were banned from sale, and for good reason.

Gremy is not as dangerous as it used to be, but it is still better than even her higher tier, tree sister Genvy.

T-61, while not nearly as straight PTW as she was in testing, is still one of the most dangerous DD Tier-for-Tier in the game; not really being bad at anything and being torp spammy as hell.

Benham is brutal to deal with if someone 'gets' her.

Neustrashimy is similarly brutally overpowered; only mitigated by being very uncommon as people tend to save Steel for Stalingrad/Bourg. See also: Black.

There are plenty of OP DD's.
