Predicting where enemy is likely to be when you fire is the big trick to them, and how the rockets are balanced. There are upgrades and Captain Skills to help tighten up the accuracy of the rocket attacks though.

One insight that helps quite a bit (also with lining up DBs) is realizing that ships actually drift pretty significantly. Don't aim where they're pointing, aim where their momentum is taking them.

Predicting where the target is going to be and steadying the course of your attack aircraft.  You steady out / fly straight to let the aim reticle narrow.  Play with boost up or down to help get the attack in on time.

 

If you're doing a lot of side to side movement, constant course corrections, the reticle will not narrow as nice as it should.

 

Crucial to do especially if you're using USN CVs.  Even more so if you're using Tiny Tims.  USN rocket attack groups tend to have more rockets fired per attack group, so their reticle is larger.  You have to narrow that down to get more rockets on target, otherwise you'll scatter like crazy.  Audacious is in the same boat.

 

At its heart, it's the same mechanics with your torpedo and dive bomber reticle.

Against DDs? Slow down and see if they start a turn. Juking is among the best ways to avoid death in a DD if you're already spotted. It's where the "JUST DODGE" thing came from, as a skilled DD can make it real hard to get a hit in

Against other stuff? Aim for super structure hits and other squishy places. You can do a shocking amount of damage against a BB with rockets if you aim for the right spots.

Against an armored CV? Aim for the upper side of the ship. No belt or deck to shatter your rockets. Regular CVs are easy to hurt, that said. Either way, expect heavy losses.
