I mean if they work for U Boats then shimas and other dd's should get homing torps as well.

In my opinion, I don't think they should have homing torps at all. It would be much more fun to adjust the course and range in your head as they did it in WWI and WWII.

the only thing people want for high tier IJN DDs, is for their torps not to be seen from the Monday to Friday moon

Sub homing torps only really work if you have 1, or better 2, "pings" on the target.  You're not going to be able to do that at longer ranges with DDs, though I suppose that DDs that can fight in more closely might be able to do it.

Honestly, from watching one of those CC preview videos, the homing torps seem like they hit WAY too hard.
