Actually, you know the problem and the easiest solution: the game does not have the drivers to run on your video card and it needs to be replaced.  Support for older systems was removed in recent updates.

You can do a search on Google to see if you can get your card to emulate DirectX 10.1, but spending $40, or more on Newegg or Amazon would be the quickest and most foolproof solution.

"World of Warships is continuously evolving, with the constant addition of new ships, locations, game modes, and other content to the game. Occasionally, we roll out new technologies to enhance the game visuals and sound effects, as well as to support optimization. We're keen to continue working actively on the game and we strive to ensure that you are happy with all of the new updates, which is why in the near future we have to discontinue support for 32-bit (x86) operating systems and pre-10.1 versions of DirectX. Unfortunately, both components are hopelessly outdated and are extremely rare in the PC configurations of our players.  ...

...For that reason, we'll discontinue the support of older versions in the near future. The game will not launch if the version of DirectX installed on your computer is lower than 10.1."

I've had lag-spikes and in-game crashes occasionally.

Recently I turned down my graphics settings to the "very low" setting.

Game seems a bit smoother, but still hiccups during intense graphics/data crunching.

If they wan't people to play, then they gotta support older systems to some degree.

They do and they don't. When they discontinued support for 32-bit OS's, they discontinued support for older versions of DirectX (both intentionally and by proxy). While this alienates those with older machines - 7+ years in most circumstances - it gives them more room for advancement in overall graphics, physics, and other mechanics int he future.

He may not have the extra power for a discrete GPU. The big manufacturers like HP have the habit of installing power supplies that can handle what the computer is built with and no more even when there are open slots.

Very true, I have run into that several times.  Fortunately, there are some LP cards available that are pretty decent, but they run around $100.

Here are some lower priced ones in the $50 range similar to the HD6540 I put in a slim PC with 180W power supply:
