You have a T10 ship. Reset progress back to T1 and re-grind/FXP back to T10. Do this 6 times to get Colbert or Ohio as reward ship. 

It's a ridiculous system to get good, but not OP, reward ships. Almost no one will do it outside of a few whales who will spend hundreds converting FXP.

NTC or Naval Training Centre was an idea of Wargaming's to give people who have reasearched and bought ALL the ships, and who are now bored, something to do.

The original idea was that you could scrub an entire line's worth of research as if it had never happened in exchange for currency that would let you buy combat buffs for chosen ships. However, because this would give people who were already the strongest and most experienced in the game even MORE power, it was universally howled down as extraordinarily unhealthy for the future of WOWS.

Wargaming backed down and renamed it the Research Bureau, and the major prizes now are a very strong (but by no means invincible) premium US battleship and a French cruiser that puts the Atlanta in the shade. Opposition is now based on the amount of regrinding you have to do to earn either of those ships, and the perception that this is a money trap for people who are too lazy or impatient to grind it out manually and would sooner convert free XP to re-research the lines and claim the currency tokens.

Tier 10 has been a fairly balanced tier for clan battles.  Keeping that balance should be a top priority.  Ships like Ohio (work in progress) threaten to give an advantage to people willing to spend time and money.  To say the idea lacks innovation is an understatement.

Meh, I think Ohio's going to be overrated. They can get killed just like any other ship, and their captains can screw up royally and lose it for their teams just like any other. Even the most experienced players can have their bad days, and anyone who super-whales their way to these ships is going to be very, very sorry. That's my call.

NTC (Naval Training Center) is no more.  WG floated an idea to give terminally bored players a way to get ship buffs.  Everyone hated the idea.

Now a similar idea granting ships has been implemented: the Research Bureau.  Some details above, but don't worry about it.  You have 10,000 more games before you need to, if then.
