carrier bombs and rockets do bugger all damage now, even defending a carrier going over and over and over hits on a cruiser doesnt even do even half damage or a 3rd  and rockets do 5% damage maximum usually 2%

This is the range inducting element of Sky cancer...

Doing 4k-6k DMG per pass (sling shot your way past AA still works) More then any small  surface ship per salvo.

Its like taking dmg from BB salvos every what 10sec  per pass?

against small ships Sky cancer is very efficient.

If by 'small ships' you mean DD's and oddballs like Atlanta that only have 127 mm guns - then yes this is true. CA/L however can achieve these same numbers or close to them.

Also - 4-6k per pass would have to be the top end of skilled players to do it anywhere near consistent against anything that remotely has AA, while getting blessings from RNG on anything smaller than a battleship with most bombs, and smaller than a cruiser with rockets. 

Especially using zoom through the time between passes on an isolated target that lets that work is easily as long or more than most cruisers given the reset time on at least some of the groups before you can even attack due to the lock out after is closer to 10 seconds, not to mention travel time and turning around.

Even IF you get the 3 intact strikes you get before having to send new planes - the group that launched/dropped ordnance is out of player control and has to escape in the highest constant DPS AA which again - DD's are not usually an issue save some that have effective AA but anything bigger than that your lucky if 1 plane per flight makes it back. And while TECHNICALLY you can't deplane a CV anymore - practically and effectively you can because plane reload times are still balanced around when AA was a joke and the time to regenerate ONE plane is generally between 1-2 minutes, in some cases more. So when Ranger loses 6/6 planes after they launch rockets - they have 3 in reserve, maybe 4 depending on how long the attack took meaning at least 2 minutes till another full strength strike and if they lose that - they are out of rocket armed planes for basically 6 minutes. Against most tier 4 and 5 ships not the most likely - but against some of the 6's and most 7-8's almost guaranteed. Only Kaga has reserves enough of each to not worry about replenish times in 90% of battles. And it still takes time for the new attack group to reach the same target - time that most smaller ships and even BB's have gotten more salvo's off. 

It's basically 3 round burst vs full auto and the 3RB can be disabled easier. That said -

If your having issues hitting with bombs that's one thing, the changes they made to them have made them at best awkward to use. And of course they don't do max damage unless either A: they are AP bombs that hit the citadel or B: you get a 1 in a 1000000 HE citadel hit. Otherwise you do bomb max damage*0.33 per hit that pens - and the same equation applies to rockets so the only way you are scoring 2-5% damage is your aim is way, way off and most are shattering against things, which is itself impressive given that most cruisers have less than 27mm of armour most places a rocket should hit. Now if it's a case that your losing planes to AA - yeah, it's a bit too high again but that's par for the course in Wargaming's inability to change their thinking on AA and tech level of lower tier ships. However, if your scoring hits and and doing negligible damage while there is an RNG factor some of it sounds like user error. Then again, if your having to defend your CV from a cruiser either you or your team made some major mistakes. Other than some of the ones known to have terrible AA, cruisers should be the last thing you attack as they have literally been designed as plane killers in most cases. DD's and BB's should be the main things and only because one is big and easy to hit and the other has negligible AA usually.
