Other than bias is there a reason that high tier russian DDs get the most speed, decent HP, repair party and the most user freindly guns.

They have worse stealth.  They're mini cruisers rather than DDs.  The problem with them is, they rarely like to do a DD's job because they are not good at it.

So those nations all had ships of roughly the same size. Germany was under the Versailles Treaty, so was held to different rules. As far as I know, Russia was never under a naval treaty, so had no restrictions between the wars to adhere to.

The grozvoi and the new tier 9  neustrashimy have good concelment.

Not everyone can be or wants to be a pro WoWs player. Some people have things which keep them from spending more than a few hours a week on video games. I'm so happy that you're such a great player, but we don't all care about getting to that level. For the average DD player, playing in this meta is masochistic.

Russia surface fleet was utterly humiliated after the Russo/Japanese war. It was considered a national embarrassment for the longest time, which is why they took so much pride and energy in their submarine fleet instead. I fully expect WOWS Soviet tree to be a clown show, like WOT's Soviet Objects.

What the real life ship was is just the starting point. Then the ship needs to be balanced for play in the game. WG tries to keep the stats as close to real life as they can while tweaking things like consumables for balance.

I'm guessing the garbage concealment, poor rudder shift, so-so turret traverse, and vulnerability to full pens from battleships has something to do with it.

Not everyone can be or wants to be pro, sure. But, playing well is part and parcel to doing well for your team, as well as yourself. You're more than welcome to be a casual player, of course, but if you want to succeed and do well, then heeding advice is a good place to start, isn't it?
