CV Needs to control # of AC that take off....

It's in the title, Carriers need to be able to launch whatever amount of flights they deem necessary to take off.  It's just a waste of time to have to do worthless attack runs, or better yet not being able to get rid of odd numbered flights.  If there are 8 aircraft on deck, the CV should be able to instruct 3 or 6 to take off.  It's waste of time and resources to take more than are needed.  It's no different than firing all turrets if they're not in on-target, or only 1 turret is wanting to be fired.  Additionally since torp bombers are supposed to have a "below flack attack run profile", they need to have just that.  It's bad enough that they're worthless to all but stopped ships due to the BLAZING 35kt speed.

Why is it so hard to do a mock attack run just after takeoff? Are you really that lazy?

You could have just replied with "I don't use the CV so I couldn't even begin to  understand the purpose of this" -- better yet, why post at all?

Doing a mock attack run with 8 planes leaves you with 5 planes.

Now you can only make 1 attack run and the second one will have 2 torpedoes.

Calm down, it's not that bad, old CV had more squads but it was limited by planes and DFAA or strong AA screwed attack runs by reducing the amount of payload.

CVs right now are doing just 15~30% less damage than before the rework, to tell the truth, it's in a "good spot" where bad and good CV players alike can play the game, pre-rework CV was hell for the bad/average player and this is why the rework was needed.
You can give a BB to a potato and that potato will eventually hit something, but pre-rework CV wouldn't even be able to takeoff, reworked CV helped those feel like they can do something with the CV....at the same time, it also made good CV players not "game deciders".
