Because the total time of a game match is 20 minutes, these spotting aircraft consumables should be improved to be reasonable.

For example, when most ships equip spotting aircraft II, they get 100s duration + 240s cooldown = 340s ,

so in a game duration, they have 1200 s / 340s = 3.5 times to use that consumable.

Hence the charges of the spotting aircraft II should reduce, and the duration and cooldown should adjust to be more reasonable.

If you mean increase the period of time there are spotters active during the game I would disagree for several reasons:

1. The spotter highlights the danger of a enemy ship; the enemy ships obviously have concealment built into part of the way they survive - survival for both the Destroyers  (lowest HP) and Cruisers (second lowest HP) are already bottom anyway. So why would you look to increase something that impacts on the survival of the 2 lowest survival ships anyway?

2. The spotter also spots torpedoes in the water or indeed blocks off routes to those low HP ships for fear of being spotted and consequently killed. As the torpedo has a 10% or less chance to hit anyway, when they do there damage is impacted by torpedo armour belts (up to 50% less alpha damage) and then we have the more recent flood change, I really don't see the reason of extending spotter time for this reason either.

I understand your equations above and get why you want it more 'tidy', but the same could be said for something like the torpedo launch countdowns; they aren't exactly timed for the 20 mins either - but the fact is they don't have to be, as most people won't use a consumable just because it is ready, but rather because they need to (and that can be any time).

Incorrect. The system is set so that you have the consumable if you need/when you really want it, not to just, you know, have it. And, it forces you to use strategy and tactics, it forces you to learn the game, and understand just when you really do need it. This is a good thing.
