TL:DR : The USN has plans for a SSASM and uses a SSASM target for advancing it's anti-missile defense systems. It also hasn't had a near-peer naval threat for over twenty years and has been off shooting at terrorists in the time being and hasn't had a need or reason to replace the Harpoon until now.
