Low fps is usually a symptom of poor graphics performance related to your computer and not the connection to the server...try turning down you graphics settings in game. The ping is dictated by your location and how many "hops" your signal takes between you and the server, mine is about mid 30s, to put it into perspective for you 82 is considered ok by most. Without the specs there is no way to diagnose it. Unless it is a crazy old card, make sure you are using your GPU and not your integrated graphics, and try tuning down your settings. Hit enter and then on the System tab click on the Save All Information button. That creates a file that you should be able to upload here... OR copy paste the entire file contents.
