PEF and ZERO damage Pens

What is the problem with this ships damage rolls?  I am averaging over 10 zero damage pens per game.  Not module damage hits, pens.

It is not the "saturated damage" excuse that WG puts forth to cover shoddy programming.  

Actually had a 5 pen + 1 overpen roll do 1050 damage.  

Any ideas?

Due to its low pen, you likely hit something like a torp bulge and penned it but not the belt armor behind it. This does no damage but shows as a pen. You need to aim at weaker armoured sections at range or use HE until you have a better angle and closer range target.

BBs whined/cried when wg tried to fix this. Now we all have to deal.

Never mind they nerfed bb pen on dds

I dunno, but I sure had some PEFs hitting my Cesare very well...at range and doing some real good damage... I hear folks cry about this ship a lot...but I get out there and it seems to be a tough enough opponent...I don't have mine yet...sigh.
