Why is Gascogne's reload 28 seconds?

The other eight-gun, tier VIII battleships (Bismarck, Tirpitz, and Vanguard) all have 25-26 second reloads. Why is Gascogne the anomaly? She is also the only one of the bunch who could lose fully half her firepower with a single turret knocked out, where her contemporaries fight on with three working turrets. It just strikes me as odd that she gets a gimped reload compared to the others. Maybe I'm making too big of a deal.out of a couple seconds, but, you know, it's a couple seconds.

Gascogne has a less advantageous layout compared to either the 30s Richelieu or 9-gun and 30s Roma. Therefore she gets a little bit of a boost, though not as much as the other 8-gun 15in armed battleships.

Ships with all the guns in the front can't have nice things. WG has routinely shafted super firing BBs. Jean Bart was close, but then got that 1.9 sigma nerf
