Since he apparently shot them at you deliberately (because otherwise what the hell was he launching them at), and getting hit turned him pink for relatively little harm to yourself, no that wasn't petty.

That was my thinking.  Those torps were meant at me for whatever reason, so...  Why not? lol

Not that I’ve seen.

Stalk up close using distractions or terrain so smarmy gits in things like Tenryu can’t kite as well as they’d like and rain fire.

Let me tell you; St Louis and my noob tushy back in the day isn’t anything like St Louis and me now.

I came up before the nerf and IIRC, they might have slowed the turret rotation a little also.

Charleston is identical to a fully upgraded St. Louis in all aspects other than rudder shift; 8.5s vs 6.4.  (and Min H/V dispersion, but nobody knows what those values do).

Oh yes we do.  They describe the size of the target ellipse -- where the shells fall in relation to what you were aiming at.  Coupled with Sigma (a generally unpublished value), they describe the effective accuracy of the guns.

There are 4 values easily obtainable from data-mining; wowsft is a good site to compare/contrast.  Those four values are:

Max Dispersion
Min H Dispersion
Min V Dispersion
Sigma

Using Fuso as an example (stock stats), those values are:

Max Dispersion - 226 m
Min H Dispersion - 157 m
Min V Dispersion - 510 m
Sigma - 1.5

As I know you are one of the players that actually reads the wiki, you know that Max Dispersion is actually an equation.  From the following page:

we know that IJN BB dispersion is described as (R) x 7.2 + 84.  Right now that page says 7.3, but that value is probably old and incorrect.  Inserting stock Fuso's max range of 19.83 km, we arrive at the port value of 226 m.  According to that same page, Max Dispersion describes the horizontal radius of the ellipse inside which 50% of the shells can be expected to land for a given range.  Sigma influences how likely the the shells are to cluster around the aimpoint. 

So my question to you is as follows: If Min H/Min V "describe the size of the target ellipse", what is the purpose of Max Dispersion?  Do the MinH/MinV values change with range?  Are they like the port value of Max Dispersion; only correct for a specific range?  And if so, what range?  And why are they minimum values?  I don't think the answer is as simple as you claim.  According to the wiki, the "size of the target ellipse" is Max Dispersion.

Looking at the Max Dispersion equation again, at 1 km, Fuso's Dispersion should be 1x7.2+84, yielding a result of 91 m.  At a theoretical range of zero, it is 84m.  This is smaller than the MinH dispersion of 157 m.
