The crime of Italian warships is that they were real. I guess WG prefers paper designs because they're easier and cheaper to work with,

Its been stated many times now on this thread and others that the Italians seem to be putting up a bit of a fight letting the developers and data hunters in to their archives so they can make the best models they can. Hence why the first two Italian ships we saw in this game were both war prizes given to Russia, who stripped and reverse engineered both of them to get a lot of data which ended up in Russian Archives, and thus, circumvented the need to visit the Italians.

EDIT: Coincidentally, the French were super open and gave the devs dozens of boxes of designs and blueprints, enough that, I can accurately paraphrase here, they could have made 2 or 3 separate cruiser lines for the French.

Yeah a big no to this. Lesta had years to get their act together to keep pulling out this excuse is [edited]. Just look at what Stefsap and others have posted. Or if you know the places to look what people have posted from various articles in the official histories magazines. To say, hidden on the russian cluster, that they could not find any high tier options is a bunch of amazingly smelly manure.

We heard the same thing about the MoD until the truth came out that Lesta was the one that f'd things up. At this point Lesta just needs to own up instead of blaming others.

Not many of the Italian designs were constructed. They had some, more than Germany (WW2, anyway)or Russia, but not very many. They have enough for tiers 5-8 maybe but not many outside of that. However combine that with paper designs sure they have enough.

You'll find that's pretty common at high tiers - most nations can't get designs for tiers past VIII.

Of battleships, now, only the Americans and Russians have real ships at tier IX-X (Iowa and Yamato).

Of cruisers, it's only America (Des Moines and Worcester).

For destroyers, Japan, America, Britain, and Pan-Asia (aka, American Copy/Paste) all manage two each, and the Soviets one.

The Italians could easily get a cruiser line done with only 3 paper ships (70% constructed), which puts them ahead of France (60%), Germany (60%), and the USSR (50%), and just behind the Americans (73.3%). Japan and Britain are both 80%

For Battleships, Italy is a little harder pressed, but of 8 tiers has at least 4 (50%) that are easily constructed (IV through VI and VIII). Tier VII and IX could be incomplete ships, but III and X will have to be paper. This puts them just behind the British and Japanese (62.5%) but ahead of France (37.5%) and Russia (12.5%).

Destroyers could end up being too volatile to guess, but if the Soldati are tier VI I'd guess 66.6%, or 77.7% if tier VII. This puts them just equal to or just behind Pan-Asia (Aka, Copy-paste line), which is 77.7%, but ahead of Germany (55.5%) and Russia (50%). For reference, Britain has the only non-paper DD line, while America is at 11.1% and Japan 13.3%.

Excluding the copy-paste Pan-Asian line, on average Italy requires more paper than Britain, America, and Japan, but less than France, Germany, and Russia - aka, smack in the middle.
