Udaloi second hull???

I've been on a MASSIVE Soviet kick right now...

My question comrades, what is the point of the second hull? Some added HP, some AA, and better torps...but a MASSIVE (7.2) detection. 

Am I straight up running the Udaloi wrong here? 

 

I'm also a tad bit confused...I'm not starting fires very often.

I take it you are running Molotov Skill (DE), right comrade ? It's not the guns themselves, it's the opposition and RNG. Higher fire resistance coefficients for the higher tiers can make setting fires often dodgy, especially if RNG isn't on your side. 

With the Tashkent that uses the same battery I have instances where the first salvo is a fire, then another instance where I can't set a fire for the life of me.

Nyet, I run BFT-AFT- Conceal. 

When I get tier 3 skill again I will swap AR for DE.

Well then I can only recommend to use the Molotov flags if you can spare them. Every little helps.
