Interesting tid bit but not at all nothing startling! Military exercises to determine and plan for contingences is the norm. Any military installation sits under a bullseye since ICBMs were developed and deployed.

It's not unusual at all for militaries to plan operations against their own installations.  Standard practice, really.  It's been done ever since organized warfare has been a thing.  Best way to plan and develop a defense or response.

Yeah and sometimes decent sized teams of personnel are tasked with devising ways to attack an installation and how to defend it. Especially as technological advances were made it was important to figure out how the every changing world worked and how security needed to be changed.
