What do you think if a Premium monitor ship was added for Tier II? I think it's an interesting concept and that some of the monitors from the article below, like HMS Gorgon and HMS Marshal Ney could fit in WoWS.

Those ships were made to stay almost stationary. The only place I could see them would be in operations, like a bot Fort.

Why do people suggest things, without any idea how they'd fit into this game?

"They were broad beamed for stability (beam was about 1/3 of the overall length) which together with a lack of emphasis on speed made them extremely slow, and they were not suitable for naval combat or any sort of work on the high seas."

I have no idea. Didn't think this would be a great idea anyway.

They would have to be low tier, 3 max because of their slow speeds and limited battery.

Well a high sigma for its tiers and small dispersion values are probably needed to make this work.

You have ships with half the armament of a Mikasa, that a Black Swan can leave in the dust. The performance of the hulls on the water is not even up to Tier 1 standards, but the gunnery is far too strong for Tier 1 and probably Tier 2. Most of them were just glorified rafts for an old battleship turret, but a few of the later ones actually had secondary/AA armament for their own defence.

The only way to balance them in armament terms is the fact that they only have one turret with two guns and inferior fire control. Their specialty was long-range gunfire against static land targets. Against ships, their sigma and dispersion would be awful.

If you want to know what a monitor would be like, obtain the IJN Myogi, use only the front turret, and never go above 1/4 speed.
