Hey that is the floating hotel/casino boat that sails out of Baltimore. Sort of a Vegas at sea.....the tall superstructure is outlined with neon and strobe lights for the all night raves. At the very top you can see the T shaped structure. That is the DJ booth and massive speaker system for kicking out that killer techno music. Because the offshore casino business is so lucrative and competitive it carries a heavy main battery to fend off or eliminate competitors. As they say in the offshore casino business, what happens in international waters, stays in international waters.

This is a black and white photo of a 1976 Cadillac Eldorado, the size of the exhaust profile leads me to believe its the Biarittz version.
