That must have been in a country other than the US. It's been a long time since the US saw horse-drawn and manually moved carts.

I am going to guess somewhere in Great Britain, Wales or Cornwall because of the flat cap on the one guy partway through the video. They probably still had some mines like that until after WWII.

Definitely could be as you say but this is old film. That style of cap was also common in the U.S. in the 20's and 30's.

True on the cap but there is something about that film that says it isn't America to me.
