"Cue Balling - One of the major "sailor alts" (see below) used to increase the rate of fire of 8 inch (20.3 cm) guns on US cruisers of the World War II period. This involved using the rammer at high speed to strike the projectile and bat it into the breech. This meant that the rammer did not have to extend and retract past the much shorter and thus faster acting powder bag ram position. This unofficial loading method increased the ROF of these weapons from the standard 3 RPM up to 5 or 6 RPM, a significant improvement. The fact that the gun crews were able to do this on a regular basis and not damage the mechanisms is a credit to the designers of the mountings, who over engineered them to be resistant to such abuse."

 

Anyone think this new consumable should be an option for USN Heavy Cruisers except for Des Moines (automatic guns)?

Not really.

I believe the later guns aside from DM couldn't use the technique for some reason limiting it to maybe Pensa/NOLA.

Baltimore in particular already getting 6 RPM is pretty, optimistic and could be argued to include an element of 'try-harding' by the crew. New Orleans has a decent 4.6. Pensacola needs holding back with poor traverse in her current guise. It's hard to justify balance-wise.

 

If some of the lower tier USN CA were grossly underperforming I'd see thevalue, but I don't think they are. It's not a consumable that makes a huge amount of sense on Jean Bart (though a toned-down version of using ready-rounds on destroyers is reasonable) but the USN shouldn't necessarily get it either.

Baltimore already has 10s reload, which translates to 6 rounds per minute. 
Des Moines already has her automatic gun reload.
New Orleans and Pepsicola are balanced by reload, so they won't be improved.

Seems like this may end up being a French ship trait, at least from early impressions.  It wouldn't surprise me if they used it to balance/rebalance other ships though, as they have with torpedo reload booster on some destroyers.

Does that preclude them from adjusting their fire rate for getting the Main Battery reload booster?

If they already have a decent rate of fire, why would you consider MBRB in the first place?

That would be like considering Kamikaze R for torpedo reload booster when the torps already have a good reload rate.
