That is the USS Smoke 'em if You Got 'em, a floating restaurant that specializes in Texas Style Smoked BBQ. It is, by the picture and the smoke coming out the chimneys, preparing that nights meal. 

The restaurant features luxurious seating for Mom and Dad below deck, including entertainment by real grizzled longshoremen,  and lots of goodies for the kids to climb on above deck.
