No to both. She reloads quick enough to where shooting and then reloading is much better than just reloading entirely. Her turrets only take 18s to turn a 180, I'd say get adrenaline rush instead.

I only use expert loader with John Doe. I find it to be an incredibly valuable skill, considering it's only one point. I use it on my Baltimore and I've snuck in a lot of citadels thanks to being able to switch fast enough. However, I wouldn't recommend it on a captain other than John Doe and I wouldn't recommend it for light cruisers.

I almost never use Expert Loader on anything, so no I don't.

I do have Expert Marksman, but you could make the ship work with or without it, Adrenaline Rush is good too.

1) Preventative Maintenance (PM) or Priority Target (PT)

2) Adrenaline Rush (AR)

EL and EM are not very useful on the Cleveland.

I went with Priority Target, Adrenaline Rush, Superintendent, and then initially concealment expert to get my detectability as close as I could to my radar range. Soured on that, took IFHE instead, and leave radar at home in exchange for the spotter plane.

In my defense, I haven't played the T8 version of Cleveland yet.  I'm just referencing the old T6 version.

I had John Doe on the T6 Cleveland. He is now at 14 points with the following skills; PT, EM, SI, AFT, CE.

 

Since John Doe EM takes the turret traverse from 18s to 16.4s for 180 degrees, I don't think EM is needed for Cleveland. John Doe EL would take the reload from 6.5s to 1.6s for a switch when one shell type is loaded. 

 

Seattle has a 22.5s 180 turret traverse and John Doe's EM would make that 20s, so closer to the Cleveland. So when I finish the Cleveland grind, John Doe will be moving to the Seattle. If I ever get to Montana, John Doe will make the switch again.

 

FYI, Montana's turret 180 degree traverse goes from 45s to 36s for EM with John Doe. The switch to another type of shell, would be 7.5s for main guns that are loaded with John Doe's EL.

I think both would be a waste. The turrets are fine the way they are and why would you need to switch ammo fast? 95% if your shells will be HE. Only broadside close range CA/CL deserve AP and most of the time you’ll have a heads up on that. PT, AR, DE, IFHE, CE, after that it is kind of up to you but I feel those are the basics you need in order. This is the order I went in and it is working.

EM & EL aren't necessary on Tier VIII Cleveland.  The turret traverse is very fast and the gun reload is quick.  This isn't the VI Cleveland that had rusty turret rings who were automatically thrown off the moment any turn was conducted.

No doubt, but I didn't really want to have to grind her twice.  Especially when she was arguably stronger at T6.

I jumped to Seattle, hated it, and am now enjoying Worcester.
