This was after I sunk. I know I was targeting the Richelieu at my time of sinking, so that little targeting reticle with the arrow down, does that mean that someone sank who I had targeted?

more like someone is aiming at that Richelieu = reticle

down arrow = that ship SUNK.

Isn't that the icon of a target selected as primary for the AA guns/secondaries?

 

I think it's the same case described here: 

Each icon has it's "code"-a combination of letters- which the client reads and interprets, showing us the appropriate icon in the game in place of the code. In this case the clan tag may be the code for that icon.

It's way better explained on Reddit.

It's the text engine interpreting the clan tag [AAA] as something emoji-like symbol. It's like the ship type icons in chat. [A3] for friendly DD, for example.

 

EDIT: Reusable code is great. Until it's not.

Were you the first one to spot it? Perhaps it was indicating that ship was sunk based on your spotting.

This symbol isn't new, I saw one last year and wrote a ticket to the support asking about its meaning and I've received this answer: "this icon indicates that the enemy ship is targeting one of your teammates/you however got destroyed while aiming."
