I've read lots of discussions and watched videos.  Yes, she can be very fragile and annoying if caught out from hard cover.  She is also one the most plane shredding, fire reigning bad-a** ships in her tier.  Even when I lose to the bots, I have fun (see attached).  I took out more than 1/2 of the Ranger's complement of planes, even though she kept throwing them at me AND 256 HE hits is MORE than enough to satisfy my bloodlust in hurting bots.

I'm a dd main that needed a premium USN cruiser to help train up my captains for the new USN ships.  I know now why my clan mates and other dd drivers told me to avoid these cruisers when in a dd.  Now that I've driven her, I can begin to build my strategy to defeat her in a dd, but not for a while.  She's WAY too much fun to play now.  I'll worry about defeating her later.
