Really only the coal and steel seems superfluous: there's no real reason to have had two separate versions of what amounts to the same thing; just adjusting the reward rate/costs of redeemables could have made it much easier to use just a single currency.

They seem to be earned at different rates and are used for different things. I am sure they have their reasons.

At least according to the new article on the Arsenal, you'll be able to purchase things you can already buy with doubloons via coal (signals, camos, some ships).  You'll only be able to purchase the former "reward ships" (Flint, Black, Stalingrad) via steel.  Coal will be relatively easy to earn, coming via missions, random container drops, and ranked play, while steel will only be earned via clan battles or supercontainers.  Link

If you look carefully it mentions other options coming in the future, but does not specify (yet) what these are. I shall await news, but I already suspect it will not be open to any ship below at least Tier 8, at least not outside the higher levels of Ranked battles.

For the most part, they are used for the same things, the only difference is that Steel is 'rarer' and rewarded at a lower rate: but anything bought with coal can be bought with steel (10:1 conversion steel to coal) and as such, really all they need to do is adjust costs and payout and 1 system could have worked fine.

Only be concerned with Doubloons... that’s real money, the rest can be earned in game playing

So far Wows has resisted the idea of selling flags that improve the performance of your ship ... increasing fire chance , detection that sort of thing, let’s hope it never becomes pay to win

The current reason is very clear. This is yet another way to try force people in to Clan Battles. Steel is not available any other way.

There is nothing forceful in earning steel. Every player has choices. If you don't want to play in Clan Battles that is your choice. Steel will not be issued because of your choice. Entitlement is not the game meta.

They made the claim before they were working on allowing people to earn all of the rewards the game offers in all of the game modes it offers as well. Clearly that's not forthcoming soon. I think you mistake entitlement for options.

This game is not World of Warcraft. Alienating players is the worst thing they can do. Giving the most OP ships in the game to purple divisions is a huge leap in the wrong direction. They removed manual dropping in low tier for CVs because of seal clubbing. this is on the same level only in groups.

That follows IF the reward ships are OP.  From the reviews I've read, they are not.  It certainly seems as though WG intends them to be special because they are rare, not because they are inherently special.

This is literally on the same page as this thread.

He claims cruiser accurate guns with battleship calibre shells and battleship size hp pool with cruiser handling. Yes, it's WIP, however the Russian bias is well known.
