yeah I asked this too, they don't do anything special but talk. 

I mean they talk and have an X chromosome that's pretty much it.

It’s just cosmetic. They most likely aren’t going to sell captains with boosts again. The only reason they felt they could do that is because they were available with missions or collections previously.

10-point commander with special attributes, but no special or enhanced skills.

Is it worth it depends on what value you place on the commander and the flags.

Just under $11 CDN for a 10 point captain, if you buy the bundle. If your grinding time is worth that much to you, don't see a reason not to go for it.

That is about what I assess a 10-point captain to be worth, but that is me.

At this point, the question is "Where do I need another 10-point captain?"  I'll be looking at my existing ships and commanders to see where I could use one.  Cleveland on Cleveland is a definite possibility.

It's something I've considered, especially given the whole CE vs. IFHE thing. The ideal is of course to have both, but the question is which you take first if you can't have them both at once. Having another 10 point commander would solve that problem immediately, but I feel I may get more benefit from playing the game enough to grind my gifted 8-pointer out.

I selected it but does not show up and I don't have them blocked in my port,

That last is part of my thinking.  Part of my enjoyment is developing the skills and capabilities of the ships and commanders used to play the game.  I bypass the stock hulls, but I have only ever skipped one ship (and I still regret that decision).

On the other hand, the current Cleveland captain is 11 points, but that captain will likely climb the light cruiser line.  I like to have a captain in each ship and I plan to keep Cleveland, so having a 10-point captain to carry on has appeal.

in all honesty all males have an X chromosomes too, just an additonal Y.... females have XX
