Without multipliers like flags, how do you earn a lot of XP with mediocre damage amount?

This, and cap points. 

From what I know, capping multiplies the XP you get.

Focus on dd's, shoot ships of higher tier, battle near (or in) the cap circle, capture areas, receive high potential damage, spot for others damage, shooting down planes.

All these contribute to xp, combining as many as possible can easily get 1500xp, with the daily bonus or camo or premium or flag. You may have to do alot of them to get 1500 without any of those modifiers.

Damage done vs total health pool. Dds have the smallest pool, thus you can do the most damage with the least hits.

The XP is more related to percentage of health you take away. Taking away 5k when the dd only has 15k is 33%. Taking away 12k on a bb with 60k is 20%. You get more XP for the dd even though you did 8k less damage. Also getting rid of dd’s early on makes the game easier later.

When you sit back and do stuff all you get pretty much nothing, when you put yourself out there and try for your team, you get rewarded.

I find it certainly helps to be on a winning team for a match for getting the greatest amount of XP. I've gotten significantly more  (in the thousands) XP on a winning team without sinking any ships (and even dying) than sinking a battleship and another ship type with a cruiser and but on the losing side.

damage rewards are a product of the percentage of your target's total health you take away.  a bb has alot of health, it takes alot more effort to chunk off a large percent of a bb's health by yourself.  dd's lose hit points quickly and easily, its easier to chunk off large percentages of a dd's health with single salvos.

 

not that it matters, dd's are the biggest threat on the battlefield regardless; you should be focusing down dd's on sight whether the damage calculations worked this way or not.

Capture caps, spot ships depending on ship played, DD and CVs mostly. Shooting down enemy planes. When a enemy ship is trying to capture your team's cap shoot at them for defense ribbons. There are many things that assist with XP along with damge. At end of game sometimes you will see someone at the top with 30 planes shot down. That helps big time. That s why many use AA builds. GL HF.

with premium time,   flags and camo   and daily bonus, you can make 10k xp on a win if you play well.   as other stated, % dam is what count, not actual number.  killing 1 DD is same value as 1 BB.

  • You earn the equivalent experience of stripping 15% of a ship's hit points for sinking someone.  Thus, each kill is worth 15% ship damage
  • Shooting down aircraft also yields experience.  Shooting down 40 aircraft earns the equivalent of dealing 100% damage to a ship.
  • Spotting, Detecting and Tanking all yield varied amounts of experience depending on your ship type.  Spotting is worth the most to destroyers and least to battleships, for example.  Detecting a ship is worth most to a cruiser and the least to an aircraft carrier.
  • You earn experienced based around the percentage of total health removed.  Let's put this into practice with an example.  We'll use a destroyer with 10,000hp, a cruiser with 30,000hp and a battleship with 65,000hp.  Doing 10,000 damage to each target would yield the following:

    You would earn a 100% experience bonus for doing this our destroyer.
    You would earn a 33% experience bonus for doing this to our cruiser.
    You would earn a 15% experience bonus for doing this to our battleship.

    As you can see, targeting ships with smaller maximum hit point pools yields more rewards.  This is mitigated somewhat by battleships and their Repair Party.  A battleship may take 10% or 20% more damage than its starting hit point pool before going down which would in turn yield more experience for stripping it all than doing the same for a destroyer or cruiser.  The catch is that it will take a lot longer.
  • Capturing and Defending bases also yields significant experience gains.

There are a few X-factors to keep in mind when it comes to experience:

  • The higher the tier you play, the more experience gains you earn.  There's a multiplier which increases the amount of base experience earned as you increase in tiers.  Thus a tier 10 ship will earn more than a tier 1 ship for similar performance.
  • There is a multiplier for attacking and accomplishing feats against higher tiered vessels.  Shooting down higher tiered aircraft, sinking a higher tiered ship, etc all yield more experience than doing this to a same-tiered ship. Similarly, doing such to lower tiered ships yields less rewards.
  • There are Diminishing Returns for engaging in the same activity.  Removing all of the health off a ship gives you 100% of the results.  However, you would have to strip THREE FULL SHIPS to earn the equivalent of 200%. The highest experience gains will always come from diversifying the number of feats you accomplish in a given match.
