They may be saving it for an event or a reward. They might also be waiting for the a better time to introduce it into the premium shop. The longer they drag it out the bigger the demand and the higher the eventual profit. It could also not appear at all. Just because a ship is finished, doesn't mean it'll be released. It wouldn't be the first time.

First we have to get past the Duke of Being Bruised and the T-61's less capable cousin. I think it should be pretty obvious by now to wargaming that their premium fleet this year has been on the meh side. The only one I've gotten this year is the Aigle, and that was more because I didn't have time to grind the mission for her. And I have no plans to grab either of the May premiums they're looking to release.
