    • <19 point captain in a premium to try and level him, or
    • 19 point captain and use Elite Commander XP to level <19 point captain.
    • A combination of both

I often EXP up to about 10-pt territory, and play from there.  That's often enough to be competitive. If i find a surplus of EXP lying around and am a point away from another major skill in a captain, i might dump some in to reach it.

Both.

And thank god for elite xp. Once you start getting a couple of 19 pointers, others starting climbing fast. Was at a single one a month ago. Now I have four.

Well Ive got 150k+ free xp and like... upwards of a million to convert or something. Probably left with a surplus given the number of captains and ranks needed.

Remember we are talking about Elite XP, not Free XP.  You can use Free XP as Elite XP to advance your Commander, but it is not very cost effective - you only earn 5% of XP as Free XP, as opposed to 100% XP going to Elite XP.  Of course, if you have a lot of Free XP lying around and use it to take one of your favorite ship's Commander to 19 pts, whenever you play that ship you will be generating Elite XP equal to the XP you earn for the ship.  For my first 19pt Commander,  I followed the forum advice of picking a ship in a Nation in which I had the most Premium ships.  That way I could rotate the Commander through the Premium ships for the first win bonus at every session.  This has enabled me to have a 19pt Commander in just about all the Nations.

Note, it takes about 1.7 million Elite XP to go from 1 - 19 pts, a more reasonable 181k to get to from 1 to 10 pts (for Concealment).  Elite XP speeds up retraining, also.

I understand that Free XP generation isn't nearly as efficient as Elite XP.   However, does captain point *cost* change depending on whether you're using Elite XP and Free XP?  I didn't think it was, but I want to make sure.

(I don't have a 19 point captain yet, so the only Elite Captain XP I have is from Space Battles and an Operation or two. )

I've got plenty of free xp to get me one or two up to 19(already got a few in the 14-15 range), and if I convert the rest probably another one or two captains getting from 1 to 19.

I like this turn of events. It is P2W but alleviates power-creep.

The number of points is the same.  If you tried to add points to one of your Commanders and it needs more than the Elite Commander XP you have, it will start drawing from your Free XP.  For example, you want to take one of your 3-point Commanders to 10-pts and you have 100k Elite Commander XP.  The game wiill tell you that you are going to use 81K Free XP (the difference between the 100k you have and the 181k Elite XP you need).  You will have to earn 1,620,000 XP to generate the 81,000 Free XP you just spent.

Not fully P2W because you have to earn the Free XP in order too convert it and you only earn 5% of your ship XP as Free XP.  That's a lot of playing to earn the 1.7M you need for a 19-point Commander.  Frankly, if I had the funds, I would have skipped the intense grinding it took for me to complete my first 19-point.  Once you get the first 19-point, it becomes a lot easier.

I understand the earning part, but, in about 250K freexp, I'll have Musashi, I already have Nelson, and I have Missouri, and then I'll turn my freexp generation toward finishing a 19-pointer.  I've not yet been playing a year, and I don't play 20 games a day or anything.  Nice to verify that it costs the same to boost the captains.  Just the generation of xp is different.

Yep, cost is the same.  I was in the same boat as you are, just around 6-8 months into the game.  I had to commit to getting a 19-point Commander and it took a month of my playing the Cleveland almost exclusively to earn it  (was trying to conserve Free XP to get the Missouri).  Well worth it, however you do it.  Right now I have about 1.8M Elite XP and I can't decide what to put it towards.  I really need to do something with it because it is doing me no good at all where it is.  The upcoming Ranked season is going to be my decision point.

Generally speaking, when I take a premium ship into a game it’s for the specific purpose of maximizing rewards. I load the best camo for what I need, be it credits or commander XP,  for example. I fly the reward flags that I tend to hoard otherwise, and I bring my best captain to help ensure success. So 9 times out of 10 I’m probably running a 19pt commander on my premiums.

I must also admit that I don’t mind spending money to re-spec my commanders. Not everyday, of course, but if I plan on grinding a new line, I’ll go ahead and start at the very bottom with a 19pt captain and just move him up the line with me. That sounds a bit spendy perhaps, but I have a good job and this is my hobby, so I don’t really mind.  The funny thing is that when I first started playing, my wife thought I was spending money on porn; she was like, “What’s this Cyprus thing for $99 all about?” But we laugh about it now.

I play ships I like.

Most ships I like at this point have 19 point captains in them. I played nearly 15 games today and I think I had 19 pointers in every game. Nice to get the elite captain xp.

Absolutely right, thanks for pointing that out. Just 200k silver cuts the cost in half whether spending XP or gold, and that’s a good thing.

I like to be able to use them to bring them to full skill on a new ship without penalty or doubloons, or free xp, or elite xp, or, well, there 's no more "or."

Yes.

Although if the captain has low skill points and thus a low amount of retraining XP required, I might bypass doing that.

Also, if I'm "Elite XP poor" and the stock grind for the new ship the captain is assigned to is long,  I might "make him work it off" in Co-op at the same time I'm grinding stock hull, etc.
