Was reading on the face book page that  there is a Special  Soviet Commander coming named Andrey Pobedov very much like the other special ones,he gives boosts to Expert Marksman -Preventative maintenance and high alert

I don't think the reference is what you think it is; I think it's a reference less to a K19 and more to HMS Royal Sovereign. And you don't need to be from the Navy to get either.

You might be correct, when I was in the Navy we were told that the main reason why the Russian ships had so many redundant systems onboard is that vast majority of their enlisted personnel were conscripts and were not taught how to repair complex systems and use preventative maintenance. So when a system went down they just switched to the backup system. I do not know if it is 100% true, only that it was taught to me in the USN.

 I'm quite sure he gets the reference and being a Navy vet would go a long way toward understanding it. 

 I did 14 years active duty myself.  Before the breakup of the Soviet Union the Soviets would deploy ships into the Med from the Baltic and Black Sea fleets. They tended to congregate in an area of the east Med. Sitting there at anchor. Mostly broken and rusting. For weeks, in some cases, months. Occasionally one of the newer units would get underway to shadow one of our CVs for a few days or observe a NATO excercise. 

 This behavior wasn't isolated to the Med either.

I think it would be cool to have Stalin himself as a commander. His special skilled would be able to select teammates at random and accuse them of disloyalty and have them detonated.
