Observation from a PST player

As someone who lives in PST, I have noticed a sharp drop in the quality of matches starting from the late afternoon and lasting into the night. I tend to have better matches from the late morning until the mid-afternoon. I wonder why this is the case. Starting from mid-afternoon I get many more steamrolls on other side, and I just feel weaker overall.

When did slowing down and / or island hugging become such a common tactic among BB and CA players? I see it more starting from the late afternoon, as well as many more passive teams (either side) or teams that simply crumble (either side). Should I avoid playing past a certain hour?
