I would love to see a special captain such as Ernest E. Evens someday with WoWs.  His actions at the Battle off Samar in World War II, part of the Battle of Leyte Gulf, are simply breathtaking.  Its hard to find the words to describe the bravery that him and his sailors performed that day.  I haven't taken the time to look through the forum to see if anyone else has suggested this but if there is a post already please disregard mine.  I hope one day we will see E.E. Evans in WoWs.  Here are a few suggestions on how to make him special with the commander skills.

1. High Alert - This skill currently reduces the damage control party time by 10%.  Perhaps this could be improved to 20%. 

2. Torpedo Acceleration - This skill increases the speed of torpedo's by 5 knots.  However, there is a reduction in torpedo range of 20%.  It would be neat to see this skill remain the same with an increase in torpedo speed of 5 knots, but eliminate the penalty of range deduction of 20% and keep the standard range.

3. Adrenaline Rush - Maybe modify the values of this skill to enhance the performance.

4. Last Stand - This one is my favorite.  Perhaps this skill could be used with no penalty or something even more favorable to the current penalty that is applied.  There are a few YouTube videos out there that sailors who survived the battle discuss how the ship was steered from below, once steering capabilities were lost from the bridge due to damage.

5. Survivability Expert - The astonishing amount of Japanese forces that the USS Johnston spearheaded is just hard to imagine for a single destroyer.  Right now this skill increases the HP's of a ship by 350 for each tier.  Maybe this could be increase to 400 or more.

6. Torpedo Armament Expertise - A increase in performance of this skill from the current bonus of 10% to 15%.  After all the USS Johnston did land multiple hits with her torpedo's even though she was outmatched significantly.  David and Goliath.

7. Radio Location - It would be very cool to see this skill operate as intended, with the exception that if another ship on the enemy team also uses Radio Location...you cannot be detected by them.  In addition to this, currently this skill apparently does not work if a player is playing with an aircraft carrier.  Eliminating that penalty would be neat.  Especially since there were six USN escort carriers involved during the battle.

Finally, as far as additional bonuses that E.E. Evans could have like Yamamoto gets in regards to hp regeneration once achieving Kraken, the neat fireworks for First Blood, etc.

It would be cool to see Ernest E. Evans recieve a one time HP regeneration bonus for two ships sunk.  Another option would be to have a one time torpedo reload consumable like some Japanese DD's get.  I'm sure there are many other neat ideas that the developers could come up with but I haven't put much thought into that and just hope this thread will one day lead to a E. E. Evans captain.

or instead of removing the penalty how about halving it (so 10% instead of 20%)

There are issues with using real people but good ideas none the less.

I would imagine there would be issues with using real people.  I could understand that family of the diseased might be objectionable or perhaps would be honored.  Monetary compensation or other things could come into account as well.  I just don't know.  However, Yamamoto was a real person, so it can be done.

You are welcome and glad you found it interesting.  I feel a little embarrassed now that I looked and found a post about Ernest E. Evans just a few posts below mine.  I should have responded in that thread rather than starting a new one.  Not sure if there is anyway to move my post to that thread or not.
