Patch numbers are completely arbitrary and every developer is free to choose their own patch numbering system. In WGs case, they've elected to an X.Y.Z numbering where X are complete engine overhauls, Y are major meta-changing patches and Z are incremental 'minor' patches.

1.0 is basically the "final" release of the game in most cases. The game is still in a somewhat beta state so therefore hasnt been fully released.

I look forward to World of Warships 1.0 if it'll look as good as World of Tanks 1.0 does. That game transformed from having unappealing graphics to being quite stunning. But we're not there yet, we're kinda far away in fact

As modern game development goes WoWS will ALWAYS be in "beta"...

 

Game is live, paid content is being sold, that ain't beta anymore. Developers merely use the "still in development" and "early access" tags to justify releasing an unfinished product and charging money for it.

I do. They keep telling me to fill up a rental car with premium gas. So far I have resisted but the temptation is there.
