RDF allows you to know where the stealth boats are hiding. If you have ever been farming someone and had a DD just magically appear out of nowhere then this skill is invaluable. The AP on Khaba for me at leas negates the 4 points needed for IFHE making it a redundant skill. It may be a coincidence but my damage has gone way up in the Khaba just by knowing where the red DD's are probabaly located also in the late game I have been running down any red DD left and murdering them because they now cant get away.
