I didn't read the whole thing but it seems that the Coast Guard does what this naval militia would do. The Coast Guard has historically deployed to support the other components as well as activate for homeland support.

Ah yes love the “I didn’t read the whole thing but...” replies to something 

 

locally for me we have a USCG station but it’s nothing but buoy tenders, if there’s an issue with a boater falling into the Missouri River they don’t have much in the way of SAR resources, and definitely aren’t prepared to take up a homeland security or really any security role...

ergo either an Iowa or Nebraska state naval militia as described could fulfill such roles while the puddle pirates are busy polishing buoys...that I’ve never seen any of any where near their station here...

The NYNM is doing security at a nuclear reactor, until recently NE had 2 nuclear reactors in the eastern part of the state 1 was about a 5 minute drive from the river and the fort Calhoun generator is right on the river
