Isn't HMAS Perth a "sub" at least that was the vibes I got when I was watching her gameplay when she was first released. 

Slow speeds + Smoke Cloud providing "mobile stealth"

Sure that giant puff of Smoke is a huge "hey I'm over here" indicator. But it's the closest mechanic currently available that is similar to being "submerged."

Lol perth one if my if not most favourite cruiser. She has everything you could want at tier six, decent guns that can punish pretty hard, smoke, hydro, spotter plane, plus fast speed and execellent turning circle/ rudder shift along with crazy nice exceleration and stopping.
