Ok i have searched high and low for the smoke rules...some ships can fire from smoke and not be "lit up" and others can't.  i understand it has something to do with the caliber of guns.  someone please spell it out for me.

it's totally arbitrary and you have to go look in each individual ship's stats.

In port under concealment you will find what your ships detection range is after firing when in or behind smoke. Basically DD's and cruisers that have smoke were minimally effected while cruisers without smoke and BB's were drastically effected to the point that they will only rarely be able to invisifire from/behind smoke.

In general, the larger caliber gun you use, the greater the detection range. DDs have small guns, hide well. BBs have big guns, don't hide at all. Cruisers in between

Pressing H in game will show your ships stats and there is a section that contains concealment after firing main battery.

It can be found in port, under the concealment tab, on the stats list.
